I remember an interview with Sam after 1996 where he was surprised when he joined the band about how little they knew about structuring a song correctly. Now that came from Sam himself, and with how bad the song construction on VHIII and the three new songs are, I think what Sam said carries alot of weight. Also is the fact that song structures changed dramatically after Hagar joined the band. If Roth and then Sam had no input in the song compostion, there should not have been a dramatic change. Sam also had zero input on the three new songs except for the lyrics, per his own interviews lately, and they sound very similar in structure to III, where Ed came up with the songs to match already laid down vocal tracks.
