I must be doing something wrong

I don't know if this is the right place, but I can't attach pictures to a thread I wanted to start or posts in general. I've done it before, but have been trying for the past 2 days now. I get an error message saying something like a notice has been sent to the webmaster or some shit like that. The pictures are jpegs. They're in my pictures folder on my c drive. Any help? The thread I will be starting will be well worth it. Thanks.
