I don't understand what sort of assumptions this represents. The kid's brain wasn't fully developed and clearly he had some sort of mental issues that motivated him to choose to harm others in a very horrific way.

You can't apply some political or even geo-political motivation behind this. There's nothing in the shooters life to indicate affiliation with anything significant enough to even remotely guess his motivation. All known facts indicate he was a typical kid who wasn't very popular socially, wasn't active in any social media elements that were politically affiliated... he had a menial job, liked to hunt and pretty much appears to have led a very unremarkable short life.

Thom Hartmann's theory was that this kid fits the profile of a "school shooter", and probably would have eventually done that. But it's summer, so there's no schools to shoot up, and this opportunity just happened to present itself. Most of these shooters want to make "names" for themselves, and well... names like John Wilkes Booth and Lee Harvey Oswald are remembered long after the names of the Columbine shooters, or the doofus that shot up Sandy Hook, or Parkland, or whatever.

Now why the secret service, and or the local police didn't bother to secure surrounding buildings with roofs, that's entirely another question. I've been to campaign rallies and they do a good job screening the crowd within whatever security perimeters.
