Reagan HAD to raise taxes with Congress spending money like a sailor in a whorehouse on payday. Even the increase in the economy with resulting increased tax revenues can't keep pace with out of control, irresponsible spending...like now, for instance.

The '81 and '86 tax CUTS actually increased Federal Revenue in the long run, resulting in among other things, the so-called "surplus" of Clinton's in the 90's. (Though Clinton really didn't have a surplus...but that's another story.)
