Actually assault rifles are still banned unless you have a class 3 machine gun license. By definition an assault rifle has full auto capability which the AR-15 does not have so it is not an assault rifle. It's a semi automatic rifle. The trigger group and reciever is tottaly different than an M-16. In fact if you have any M-16 trigger parts or reciever parts in your AR-15 you can get in big trouble even if it doesn't go full automatic. There are strict rules already on such things.

An assault rifle is an automatic rifle, and can only be owned by Class 3 Federal Firearms dealers.

There IS a difference between an "assault rifle" and a "semi-automatic" rifle.

One can be fired fully auto. One cannot.
