That's what I was thinking... give them a basic land-line, no long distance, no frills. Then you've covered the basic elements that the original program intended. Poor & elderly have a way to summon emergency help if needed, they have a phone to assist with job related activities, and basic communications.
If they need internet... there's still $10 a month dial up available... as it's not a necessity they can pony up themselves or go to the library and fight Gar for an available workstation...
I don't care how stupid people are... no matter racial or otherwise. We have to quit pandering to the lowest common denominator and allowing freeloaders an easy avenue to be supported by our tax dollars. Doesn't mean you can't help people who really need it... but there has to be clear and simple fair criteria that involves an opportunity for a hand up... not a hand out.
