What you have now is a dysfunctional social movement helmed by aging members of the spoiled rotten baby boom. The phone polls were what I was referring to when I said "likely voters" i.e. phone lists which are somehow generated from those registered to vote in 2000. And as I said, such polls go by the results of the last election, but don't count other eligible voters who sat that one out for whatever reason.
In terms of real numbers (i.e the actual eligible voters), Junior only got less than 24% of those votes, where as Gore got slightly more than that.
Most of those who skipped the election entirely last time did so because they thought both major parties were too far to the right for them. Junior cannot possibly tap into that vote. With the Supreme Court and the environment at risk, Kerry could very easily tap into a good portion of it. These polls have no way of accounting for that factor, because it's not in the demographic that Gallup and the others are using.

If you didn't vote last election, there's a chance you might not in this one. They are polling likely voters who have a record of actually voting. Makes perfect sense to the sane.

As I said, the damage Bush Jr has done to the environment, and could do to the Supreme Court are motivating factors that didn't exist in 2000. (they should have, but Junior lied and said he was "compassionate")
Those 2 reasons have already siphoned off much of Ralphie's former voters, and it's likely that Greens, socialists, and the non voters might climb aboard for that reason.
Right wing obstainers have no motivation though. Libetrtarians and traditional conservatives can't abide Junior's spending or wars of imperialism. I'm actually disappointed Pat Buchanan didn't run
