Why don't mods do anything about blatant spamming?

There's plenty of thread derailing on a regular basis some of it coming from mods, and some of it from people who don't have enough intelligence to stay on topic. But then there's blatant spam such as on this one.

First an idiot spams the thread soon as it goes up.
Second idiot laughs at this lame "joke."
Third quotes that post and posts the same blatant spam video a second time.

Can something be done about this, or shall I be forced to respond in kind?

That's not the point at all. I just wanted to be sure what the policy is here. If it says it's ok to go trolling, then I can tailor my posts accordingly to combat a troll if there's no policy of mod action against it.
