3) The third possiblity, and admittedly the ugliest, is that Bin Laden never ceased to be a BCE/CIA employee. It was widely reported in the wake of the 9-11 attacks that a CIA station chief met with Bin Laden in the summer of 2001while he was hospitalized in Dubai, presumably for his long reported kidney problems. Now if a law enforcement agent is in the presence of a most wanted criminal & terrorist, especially in a weakened state, it would be easy to smother the bastard with a pillow, unplug his IV's, shoot him up with untraceable drugs or at the very least, arrange for a police/military guard around his hospital room and take his ass into custody when he's well enough.

The station chief did none of these things. So if he didn't want Bin Laden dead or in custody, it's reasonable to assume the CIA had a purpose for him to be at large. Maybe the chief was giving him a new job assignment
