That's because there were several oceans and limited ports of entry for immigrants coming from Europe and Asia. In fact, there has always been seasonal "illegal immigration" in the southwest for agricultural purposes going back eons. No one gives a shit when the economy is booming. That's the real problem here. The people who are against this law aren't really interested in the fourth amendment issue - they just think there should be an open border. And anybody who doesn't agree that there should be an open border must be a racist.

The problem with it is that it's going to empower early 20-something cops with grudges to be even bigger douchebags than what they already are. And trust me, if Phoenix is any example, Arizona's younger police are complete douchebags on powertrips. Wonder how much time they'll be wasting pulling over random hispanics and demanding papers fruitlessly - for the sole purpose of flexing muscle and enjoying their new power?
Got a problem with the borders? Put more people on border patrol. Native Americans down south live in squalor and are begging for work, but the jobs just AREN'T THERE. They'd gladly do it. The guys that currently work border patrol work VERY hard and are VERY effective at keeping the flow down. The REAL issue is that they're understaffed and underfunded. You have 4 states that share a border with Mexico. Only one of those states has an oppressive law. Now why is that?
Because the governor is a Republican? Nope. Two of the other three governors are Republicans. One of them was Chimpy's hand picked successor. And the 4th governor is a Democrat, but he's DLC, so he ain't exactly a "librul".
Because the immigration problem is worse, somehow, in Arizona than the other states? Nobody has even tried to make that case, so that can't be it.
So what does that leave? Well, it leaves a state where the governor is an extremist teabagger, the fucking bastard state senator who wrote the bill is a known white supremacist who literally was raised to believe brown skinned people were descendants of angels who were "too lazy to fight Satan", and the top law enforcement official in the state's most populated county is a raving Nazi lunatic who thinks he literally runs the state (as evidenced by his intrusion into a very suspicious shooting of a cop outside of his own jurisdiction).

They do this on indian reservations. You better have a permit from the tribe if you are on their land riding a recreational vehicle, fishing or hunting.
