In a move that could help increase home ownership rates among minorities and low-income consumers, the Fannie Mae Corporation is easing the credit requirements on loans that it will purchase from banks and other lenders.

The action, which will begin as a pilot program involving 24 banks in 15 markets -- including the New York metropolitan region -- will encourage those banks to extend home mortgages to individuals whose credit is generally not good enough to qualify for conventional loans. Fannie Mae officials say they hope to make it a nationwide program by next spring.

The Bush administration today recommended the most significant regulatory overhaul in the housing finance industry since the savings and loan crisis a decade ago.

Under the plan, disclosed at a Congressional hearing today, a new agency would be created within the Treasury Department to assume supervision of Fannie Mae and Freddie Mac, the government-sponsored companies that are the two largest players in the mortgage lending industry.

The new agency would have the authority, which now rests with Congress, to set one of the two capital-reserve requirements for the companies. It would exercise authority over any new lines of business. And it would determine whether the two are adequately managing the risks of their ballooning portfolios.

''These two entities -- Fannie Mae and Freddie Mac -- are not facing any kind of financial crisis,'' said Representative Barney Frank of Massachusetts, the ranking Democrat on the Financial Services Committee. ''The more people exaggerate these problems, the more pressure there is on these companies, the less we will see in terms of affordable housing.''

Representative Melvin L. Watt, Democrat of North Carolina, agreed.

''I don't see much other than a shell game going on here, moving something from one agency to another and in the process weakening the bargaining power of poorer families and their ability to get affordable housing,'' Mr. Watt said.

The recession you speak of was a late 70's/early 80's situation that our greatest President pulled us out of by 1984.

It was more economic stagnation, that we still suffer from today as middle class wages have never fully kept up with those of CEO's and the wealth redistribution to the top 2%...and Carter also would have "pulled us out of it," as none of Reagan policies had much impact...

Well, it's true in the sense that Congress are the ones who actually decide what the money is spent on. But the executive branch has impact on other things (i.e. the Treasury, the "federal" reserve, etc..)

And in a roundabout way..... allowing Chimpy to steal the 2004 election in Ohio led to Opie Roberts and Sammy the Fish Alito being on the Supreme Court. Which made Shittyzens United possible and therefore puts corporations even more in charge of what is done in Congress.

So it's really all three branches of government that have fucked up in the last 32 years.
