Yes. On the first case, all that was done was to make sure everyone who could come in contact with the person with mental issues KNOWS about those mental issues. that way, everyone's kinda sorta keeping an eye on that person. One homicide has already been avoided, even if there were injuries. BUT he was caught in the cat & dealt with properly. Some sort of jail/hospital thing, anyway.
The point here is, everyone was keeping an eye out, even if in a relaxed manner & a tragedy was avoided that could, potentially turn even worse.
As for the latter, all it took was humiliate the man in front of the idiot kid & everybody with a nice bitch-slap & guess what? Problem solved within the month. THAT woke the idiot father up, who then proceeded to take care of the kid.
Case by case basis. Direct involvement of the population.
In small villages it's easier. In cities, you have neighbourhoods. It's not that hard, either. It CAN be done.
But not if you're waiting for the government to solve your problems.

I live in NYS - we have the strictest gun laws in the country as of very recently - I am a legal gun owner - I know for a fact guns don't shoot people unless someone pulls the trigger - guns are not the problem
