that would cost millions or more.. who would pay the metal health pro's, obama care or your health ins. co' or would LEO's do the assessment?? law enforcement is already subjective enough from officer to officer - that theory may be great - the reality would be a disaster

Seriously, what happened was the guy was a mean drunk and one nite tried to whip out his pistol - tucked in the front of his waistband - and accidentally blew one of his balls off. Sumbitch had to drive himself to the hospital like that!
