The residents for many decades have always said they could care less about a hurricane and would never leave. Many of those people, white and black lost their lives because they thought like that. They thought they could ride the storm out like they had done every year. What made Katrina be what it was, was the lopsided media that portrayed those that lived down in the lower 9th ward and other parts of the city to be broke and car-less and didn't have a way out, which was totally false. Of course once the storm came and the flooding started, you had all those people tramped and it was honestly mostly their own fault.

No it was found in court to be mostly the fault of the Army Corps of Engineers.
