In theory that sounds good.... but what if you get a state with a right wing extremist NRA tool as governor (someone like Moosealini comes to mind, though she is no longer there) who refuses to implement such a program, because they side with the NRA extremist position that ANYONE should be allowed unrestricted access to weapons, even felons, lunatics, and terrorists.

I'm afraid of gun owning citizens being labeled as domestic terrorists...

But nobody, including the NRA have been against trying to keep firearms out of the wrong hands...

And, yes, the NRA is in favor of arming terrorists. That is a goddamned fact. Somebody who is prohibited from boarding an airplane due to suspicion of being a terrorist can still go to the gun store and buy a weapon, and the NRA are the ones who made damn sure it remained that way.

Not to say the "no fly lists" are perfectly accurate either (for all I know, Chimpy probably put me on one) but that's a whole other discussion.

Obama is the FUCKING PRESIDENT OF THE UNITED STATES. Of course his kids have armed bodyguards. They're called the Secret Service. Jenna and Tonic Bush had them too.
