Yeah I think you hit the nail on the head, although I was pleasantly surprised and satisfied with the changes they made from 2008 to 2012. There was a pretty decent amount of NON-overlapping songs actually, and you can verify for yourselves on setlist.fm.
1) Songs played in 2007-08 but NEVER played in 2012: I'm The One, Atomic Punk, Little Dreamer, So This Is Love? , Little Guitars
2) Songs played in 2007-08 but played for only SOME of the shows in 2012: Jamie's Cryin', And The Cradle Will Rock... , Romeo Delight, Mean Street
3) Songs played in 2012 but not played in 2007-08: Bottom's Up! , Outta Love Again, Women in Love... , Hear About It Later, Hang 'em High, The Full Bug, Girl Gone Bad, Tattoo, She's The Woman, Blood and Fire, China Town, The Trouble With Never
Light Up The Sky and As Is were rehearsed and done in soundchecks in 2012, but never performed at the actual show though they came close with LUTS.
Top Jimmy and Drop Dead Legs have never been performed in front of a paying audience. Eddie did play DDL at soundchecks during the 2004 Hagar tour.
It'll be interesting to see what they do at their own shows in Japan. At the very least, they should be giving those people the full 110-120 setlist they did in North America; no excuses to only do a 90 minute one.
I think one's opinion of the Sydney setlist depends on whether or not you're looking at it in a vacuum or whether or not you're looking at it compared to what they've done for other audiences. I of course am looking at it compared to other setlists and it is, unquestionably, the weakest setlist they've done since 2007. When they did the Quebec festival in 2008 they did the full setlist (technically it was one song deficient, without Little Guitars, but that had been dropped prior to that show). I can see how if you live in Australia and this was your first VH show, you probably don't care because you were simply happy to finally see them live.
To be blunt, in the unlikely case that this is the new normal setlist, I wouldn't see them again. 90 minutes with no old deep cuts or different ADKOT songs is a waste of time and money. It's the same reason why I gave up on DLR solo 10 years ago, I couldn't take year after year of the same setlist.
