Technically, WarnerChappell music publishing is a separate entity from Warner Brothers records, so a continued publishing deal doesn't necessarily mean they still have a record contract.
Even some highly successful WB "legacy" recording artists were not able to get a new deal with the label when they reformed. Heaven & Hell, for example. WB was willing to release the initial "best of" Dio years compilation which contained three new songs. And they were willing to cash in on the "limited edition" live album from a 1980 show. But when it came time for a new studio album from Dio, Tony, Geezer, and Vinny, WB passed and they ended up signing with Sanctuary or whatever. WB already passed on the remastering of DLR's solo albums, which probably would have made some money for the label, since they were re-released at a time when Dave was keeping a relatively high profile, going from the radio gig, to the bluegrass thing, and eventually the Van HALen reunion tour.
So while I would hope that WB would be ready to promote the return of a band that sold over 50 million albums for them, it's not exactly guaranteed just because of the publishing deal.
