You can fudge statistical data to say anything you want. My statistics professor used to joke he was going to show us how to lie effectively. The weakest part of statistics is the sampling. If your raw data sucks it's basically garbage in and garbage out. Then of course you can be very selective on what raw data you are using to have a calculated result. It's much like a company cooking their books by reporting every item manufactured as a sale when in reality they don't sell everything. What's a reputable institution anymore and who do you trust? Climate data is fudged by reputable universities to sell a global carbon tax and the media pimps fear to sell some political agenda.

You can fudge dead people just like anything else. Today banks fudge their credit ratings like in the Libor scandal. Junk is given AAA bond ratings. If this is going on in some of the most supposedly trusted financial institutions then it's going on everywhere. I think if we had actual audits on a lot of things we would find there has been a whole lotta lying going on.
