Just looked up 6 quart cookers on the Wal-Mart site (hope I don't go on some list now...). I wondered how big they are. First one I looked at was 11.675 x 13.375 x 13.25 inches. Figured it would be much bigger than that, but that's an easily concealable size. Plus with a metal exterior and maybe a ceramic insert it would make it own shrapnel.

Here's what a pressure cooker can do with just common kitchen ingredients like a stew or whatever......

..put that sort of force in combination with explosives and deliberate shrapnel (nails/bb/whatever) and I could definitely see the potential as a weapon.
